Whaaat Should I Do?

I called my prospect univertity and the CAL told me that I had to first apply to the Registrar's office before I could have the qualifying exams. How mean was the English Department of the college for not inoforming me to apply for transfer. The deadline, take note, of the application is only until the 30th of April. Is it a destiny fo me to call on May 3, just three days late afeter their deadline?
